Deus Ex has many characters, both human and non-human, both important and Non-playable. Here is the list of all the characters found in the game.

- Alex Jacobson: UNATCO's technology agent. He communicates with you a lot through your infolink.
- Anna Navarre: A mech-augmented agent who works at UNATCO. Has 2 main augmentions, one in her right arm, enhanced prosthetic, and in her left arm is replaced with modular tactical unit, including belt-fed 7.62mm NATO AutoCarbine. Anne was born in Israel and has spend 9 years in the Israeli military plus 6 years in Massad. UNATCO understood her value in experience and her skill so they made her work as an augmentated person. She is now a Major in the UN Peacekeeping Forces. She is very loyal to UNATCO
- Bob Page: One of the most powerful and richest man in the world.
- Chad: Leader and Founder of the French group Silhouette.
- El Rey: The rock's gang leader at Brooklyn Bridge Station.
- Ford Schick: Founder of Bio-Engineering
- Gary Savage: The creator of the Univeral Constructor. He is also the main person that is responsible for the installation of the nano-technology.
- Gordan Quick: Leader of the Luminous Path in Hong Kong.
- Gunther Hermann : A very heavy mech-augmentated agent at UNATCO. Does not like JCDenton much since JCDenton was selected for nano-augmentation and he wasnt.
- Harley Filben: A helper that will help you by selling you some information.
- Howard Strong:
- Jaime Reyes: UNATCO's doctor. He is the one that supervises and manages JC's and Paul's augmentation
- JC Denton: Main character of the game. This is the character you play as throughout the game. Newest agent at UNATCO. He is one of the kind, he can do many advanced things.
- Jock: A friend of yours who helps you throughout the game. He is the pilot of the black chopper that takes you around the world.
- Joe Green: A tabloid journalist.
- JoJo Fine: A gangster at Hell's Kitchen.
- Jordan Shea: The Underworld Tavern Bar keep at Hell's Kitchen. Also mech-augmentated.
- Joseph Manderley: Chief of UNATCO and he is your boss.
- Juan Lebedev: Leader of the NSF Terrorism Organization.
- Lucius DeBeers: Original Head of the Illuminati.
- Maggie Chow: Works at Versalife and Lucky Money Club.
- Max Chen: Head leader of the Red Arrow Traid in Hong Kong.
- Morgan Everett: Head of the Illuminati
- NSF Leader: Main person in charge of the attack on the Statue of Liberty.
- Nicolette DuClare: A Silhouette Partner.
- Paul Denton: Brother of JC Denton and also works at UNATCO too but has been there longer than JC.
- Sandra Renton: A girl that lives at Hell's Kitchen.
- Sam Carter: UNATCO's Quartermaster. A terrible accident occured and he lost his leg and facial and bodily disfiguration. He now has an augmentated leg to replace the one he lost.
- Smuggler: An arms dealer who lives at New York.
- Stanton Dowd: An Illuminati who has the grey death.
- Terrorist: An National Secessionist Forces (NSF) soldier.
- The Rock: A drug dealer at Brooklyn Bridge Station.
- Tiffany Savage: Daughter of Gary Savage.
- Tracer Tong: Help you in Hong Kong. A follower of the Luminous Path.
- UNATCO Trooper: UNATCO's main soldiers.
- Walton Simons: Head of FEMA.

- Cat: Small and harmless, useful when bored.
- Cleaner Bot: No harm can be done from this. Useless yet funny sometimes.
- Doberman: Fast and a dangerous dog.
- Greasel: A small animal that spits out poison.
- Grey: Classified.
- Karkian: These guys bite, they are fast and can also swim.
- Medical Bot: Will heal you and allow you to intsall augmentations
- Military Bot: A big robot with 2 machine guns and rocker launchers.
- Military Spider Bot: Dangerous, will electricute you.
- Mutt: Normal boring Dog.
- Pigeon: Annoying birds that fly away and make noise when you come near them, approach quietly.
- Rat: Useless and boring, yet the joy of killing them...
- Repair Bot: Will restore your bio-energy.
- Security Bot 1: Not seen in the game except UnealEd.
- Security Bot 2: Small, fast and it has machine guns.
- Security Bot 3: This bot has machine guns and it can shoot long range.
- Spider Repair Bot: Has an electric attack which is powerful.
